Seriously, this article is a WANK. "SHOULD"? It ignores the fact that the new technologies which "ought" to replace these are still evolving, and also that fact that many only really work with a certain level of support.
Technology doesn't work that way! Just because you invent a car doesn't mean all horses should be shot. Rather, economics tends to decide which new technologies become more popular and which ones become less so. But often those earlier technologies still have a place, either in situations where the new technology would be costly to implement or use (e.g. no or few petrol stations, but lots of grass), or the older technologies become interesting or prestigious in and of themselves (e.g. vinyl records, wood prints, hand weaving).
