Apart from tutorials on web design, this site also has reviews and suggestions for alternatives to Adobe programs, for Vector, Painting, and Photo editing. I find it interesting that Krita's at the top of teh Painting list, and GIMP is mixed in with the Photo editing reviews.
I have old versions of Photoshop, Illustrator and other Adobe apps from the CS5 and CS6 packages, but others may not. Here's some alternatives.
