Given that I've been in the Software Quality Assurance game for 22 years now, I can say with a degree of confidence that if autonomous weapons exist they will cause massacres and given that the USA government doesn't give a rats if it's own citizens get massacred it isn't going to be to troubled by some other country's citizens getting the terminator treatment.
